Thermo Vest - Bali

Im planning a Bali trip in Sept 16, and expects the water to be too cold for me.  I heard that it is affordable to tailor in Bali.  I've a few questions, hoping to have some advise.

-  Are off-the-shelf thermo vest available in Bali?
-  Whats the rough price?
-  Where in Bali can I get it from?  (planning to head straight to Padang Bai after touching down at 1220hrs)

-  If tailor, how long will it take and how much will it cost?

I am going in Aug to dive in Bali. I have the lava core sleeveless vest and a sharkskin hood in case the water is colder than the usual places I have dived. I am wearing a 2.5mm wetsuit so I may need the vest and hood.
